Steve Mullins

Construction Manager

Steve has over 25 years of roadway, concrete & bridge construction experience. Steve has learned the importance of working within the constraints of varying budgets while maintaining and prioritizing local infrastructure. After relocating to Nashville, TN in 1995 Mr. Mullins has worked with private contractors and has gained experience with numerous Federal, State and Local paving projects. In this time some of his duties have included employee payroll, cost estimates and customer service. In 2003, he began working with a consulting firm on Metro Public Works as a construction inspector. He provided sidewalk and curb ramp estimates for the 20% sidewalk Repair Program, and documentation for pedestrian access and walkway upgrades, ensuring ADA compliance.
Steve joined Collier Engineering in 2005 where he started as a construction inspector on various roadway and bridge projects. Due to his intimate knowledge of the 20% Sidewalk Repair Program, he was immediately placed in charge of the program. Then in 2014 Steve Mullins was promoted to Construction Manager. His duties currently include overseeing field personnel and inspectors, project scheduling and facilitation, attending pre-bid and pre-construction meetings, along with general oversight of construction inspection activities at Collier Engineering. Mr. Mullins believes that teamwork thrives on trust – and there are only two things that promote trust – a strong work ethic & honesty.
