Rebuilding Second Avenue - Nashville, TN

In response to the 2020 Christmas Day bombing that devastated 65 buildings and the roadway along Second Avenue, Nashville launched a transformative rebuild effort focused on resilience, sustainability, and urban vibrancy. Led by the Metropolitan Development and Housing Agency (MDHA) in partnership with the Nashville Department of Transportation & Multimodal Infrastructure (NDOT) and Metro Planning, the project reimagines one of the city’s most historic corridors.

Both MDHA and NDOT contracted Collier Engineering to provide comprehensive Construction Engineering Inspection (CEI) services, materials testing, and construction oversight. Our role has included reviewing construction documents, verifying pay applications, coordinating material testing, and serving as NDOT’s on-site representative for all right-of-way work. We also supported public engagement efforts and helped resolve complex utility conflicts throughout construction.

Key improvements include:

• Widened brick-paved sidewalks and mid-block pedestrian crossings

• Stormwater infrastructure upgrades under Clean Water Nashville

• Dark Sky-approved lighting, urban landscaping, and solar-powered trash bins

• Enhanced pedestrian access to local businesses and public art integration

The project is phased into the North block (Church Street to Union Street), the South block (Broadway through Commerce Street), and the Middle block (Commerce Street through Church Street) to minimize disruption to adjacent restaurants, businesses, and residences. Throughout the process, Collier has played a critical role in quality assurance, documentation, and utility coordination. Project closeout included turnover to various Metro departments and utility providers, with Collier assisting with as-built documentation and final transition efforts.
