Bridge Replacement and Roadway Improvements

Collier Engineering performed the Survey, Engineering Design, and Construction Management for the bridge and roadway improvements for this 210’ three-span bridge project on Battle Creek Road over Rutherford Creek, Maury County, Tennessee. We were asked to look at this project by Maury County due to our history of working with the Highway Department and the fact the roadway being built into the new schools at Battle Creek in Spring Hill TN had not hit their preliminary budgets. The bridge replacement had a construction cost of over $2.4M and was using bulb T beams, and we requested the hydraulic study verifying the use of the previous design. Even though the study was never provided, we did a preliminary estimate which was approximately 40% of the cost of the previous estimate. We were awarded a contract to move forward, and the project was constructed under local funding through the Maury County Public Schools and managed by the Maury County Highway Department. The proposed improvements we suggested and designed were constructed to allow for a 26’ wide paved roadway with a 10’ wide multi-use path on one side. The project grading included the necessary roadway ditches on either side of the road as needed for stormwater drainage and the necessary side slope and driveway adjustments for the roadway improvements, including rip rap around the wing walls to control erosion. Hydraulic analysis and assessment of the site were performed to determine that the project did not negatively impact the base flood elevations, floodway elevations, and floodway widths. Erosion prevention and sediment control plans were developed to manage all the stormwater at the project site. All the appropriate state regulatory agencies properly permitted the project. Maury County bid the project at a construction cost of $965,000 REDUCING the cost to the county by an excess of $1.4M!
