Bridge Replacement and Roadway Improvements

Collier Engineering performed the Survey, Engineering Design, and Construction Management for the bridge and roadway improvements for this 210’ three-span bridge project on Battle Creek Road over Rutherford Creek, Maury County, Tennessee. Maury County asked us to review this project because of our history with the Highway Department and because the roadway being built into the new schools at Battle Creek in Spring Hill, TN, had not met their preliminary budgets. The bridge replacement cost over $2.4M and used bulb T beams, and we requested the hydraulic study verifying the previous design. Although the study was never provided, we prepared a preliminary estimate that was approximately 40% of the previous estimate. We were awarded a contract to move forward, and the project was constructed under local funding through the Maury County Public Schools and managed by the Maury County Highway Department. The proposed improvements we designed and recommended were constructed to provide a 26’ wide paved roadway with a 10’ wide multi-use path on one side. The project grading included roadway ditches on either side of the road as needed for stormwater drainage, plus side slope and driveway adjustments for the roadway improvements, including riprap around the wing walls to control erosion. The team performed hydraulic analysis and site assessments to confirm the project would not negatively impact base flood elevations, floodway elevations, or floodway widths. Erosion prevention and sediment control plans were developed to manage all the stormwater at the project site. All the appropriate state regulatory agencies properly permitted the project. Maury County bid the project at a construction cost of $965,000, saving the county more than $ 1.4M.
