Hillsboro Road & Old Hillsboro Road Intersection Improvements

Collier Engineering provided Construction Engineering and Inspection (CEI) services for the $2.1 million TDOT Local Programs intersection improvement project at Hillsboro Road and Old Hillsboro Road in Williamson County, Tennessee. Designed to improve traffic flow, safety, and multimodal connectivity within a growing corridor, the project included widening Hillsboro Road for new turn lanes and bike lanes, realigning Old Hillsboro Road to improve intersection geometry, installing a new traffic signal, relocating utilities, and upgrading storm drainage infrastructure.

Collier provided construction oversight from project kickoff through final acceptance, including daily field inspections, materials testing, project documentation, shop drawing and submittal coordination, change order management, and verification of contractor pay applications. Field inspection efforts included paving, drainage, erosion control, and other construction activities to verify compliance with TDOT and local standards. The team also coordinated utility relocations and facilitated the final walkthrough, warranty inspection, and project closeout.

Located near Grassland Elementary and Middle Schools and several growing commercial developments, the project required careful construction phasing and coordination to maintain traffic and minimize disruptions within this heavily traveled area. Collier worked closely with Williamson County, TDOT, utility providers, and the contractor throughout construction to successfully deliver improvements that enhance safety, mobility, and long-term transportation capacity along the corridor.
