Dating back to 2002, Collier Engineering has continually received the multi-year consulting contract to assist the Paving Division of Metro Nashville Public Works (MPW) with the management of the Group Paving Program.  Our role is to assist in the evaluation of probable paving projects and their implementation.  We determine if a road segment requires resurfacing or preventative maintenance by utilizing our experience, data generated through roadway inspections, GIS technology, and the Overall Condition Index (OCI).  We work with MPW staff to incorporate this analysis for consideration in the roadway network annual budget.   Once bid documents are created, and the paving contractor is selected, Collier Engineering then acts as the construction manager for the projects and inspects and certifies compliance with the current standards, plans, and specifications.  An Integral part of this process is the management of construction, or CEI, associated with the program.  Throughout the process, we provide a consistent inspection presence to ensure that the Metropolitan Government gets a quality product that will be complete within the estimated budget.
