Collier Engineering performed materials testing and construction observation for the project. These services provided the owner with continuity from geotechnical study through construction as Collier performed those services as well. The project includes the development of a 162,000 SF, 1-story middle school building along with recreation fields and parking, drive, and detention infrastructure. Site grading also involved the preparation and initial fill placement and site development for the infrastructure and building pad for the future 130k SF elementary school. Materials testing services provided during construction included observation and testing of fill constructed with shot rock and soil materials, documentation of foundation subgrades and reinforcing steel, sampling, and testing of cast-in-place concrete, review, and testing of asphalt paving operations, and special inspections for structural steel connections and masonry construction—the near 75-acre project site located in a geologic setting containing soluble limestone. Site development and grading involved much rock removal due to relatively thin soil cover, depth of required excavations, the size of the construction footprint, and sloping terrain.

The project construction costs were $73 million.
