Pavement Management - Williamson County, TN

Collier Engineering is a trusted consultant of Williamson County Schools (WCS). For the last five years, Collier Engineering has assist in the evaluation of paving priorities and their implementation. Williamson County Schools is comprised of 48 schools, approximately 40,000 students, with over 850,000 square yards of asphalt pavement. In 2019, Collier Engineering, along with our sub-consultant Pavement Management Group (PMG), assessed 22 school sites with 442,000 square yards of asphalt pavement.

The reasons for this assessment were to evaluate the existing pavement condition, compare it to the 2015 data, update the school’s PAVER® pavement management system database with the new pavement condition information, and to develop data driven rehabilitation forecasting for years 2020 through 2024. As part of this process, we determined if a parking lot or roadway segment required resurfacing or preventative maintenance by utilizing data generated through inspections, high definition video, and our experience of pavement conditions. Observations were documented in a GIS database that is spatially linked to each location, and a Pavement Condition Index (PCI) value was generated and assigned to multiple sections of each school site in general accordance with ASTMD6433.

Upon award of a construction contract, Collier Engineering then acts as the project and construction management team for Williamson County Schools. Collier provides overall design, request for bid (RFB) management, contract administration, inspection, and certification. Contracts are typically bid on a unit price basis and Collier staff document actual construction quantities which are also included in a final record package. We provide a consistent inspection presence throughout the process to ensure projects are built in compliance with the plans and specifications and completed within the estimated budget set forth by WCS. Collier also assists WCS with traffic analysis, stormwater analysis and design, recreation sports court and field design, material testing and survey associated with new and existing facilities.
